With the rapid economic development of our country, dangerous goods are widely used in various industries. The rail transport of dangerous goods are becoming increasing busy, so to the growing demand of the railway dangerous goods stations from the transport network. And most of the railway dangerous goods stations are established in the planned economy period that be obviously effected by the irrational distribution. By the same time, the lack of station equipments or facilities and backward management have also seriously restricted the improvement of transportation efficiency and effectiveness. The study of the rational allocation of railway dangerous goods stations has been attended in recent years, and needs more theoretical guides.This article has analyzed from the current situation and existing problems of the railway dangerous goods stations, summed up the rational allocation ones’influential factors. Then using the SWOT analysis, from the qualitative point of view, to get the internal strengths, weaknesses, facing opportunities and external threats of the rational allocation of railway dangerous goods stations. According to the SWOT matrix, it has expanded its variants, SWOT-CLPV matrix, that elaborates the specific measures of the effect produced by different factors. After that, on the basis of maximal covering location model, it has established the model of the rational allocation of railway dangerous goods stations with the risk and distance effects. The model has been solved by using ILOG CPLEX program, and taken example to verify the operability.
