Water-based system plays an important role in the natural habitat of the evolution, without understanding the attribute of water-based system, carrying capacity and use of form, carrying on the invasive transformation and intervention, the results must be this system be cut and the resources of this system be plunder that lead to the variation of the system, or even happen beyond the state can be recovered system damage. Therefore, establishing the water-based system management decisions system is very important, it can be a complex system provides the basis for the planning and decision making, also can promote a basin of water system information construction.Based on the Decision Support System (DSS) and Geographic Information System (GIS) as the technology basis, this paper describes the study of management decision information system of water-basin, taking Naolihe River water-basin system for the research object. The thesis dissertate the basic concept of Decision Support System Geographic Information System and domestic and international present research conditions, illustrate the purpose and meanings. Based on spot investigation and literature data, users’need, system data and data demand flow for the system is systematically analyzed in this paper. According to the system design goal and principle, the system structure and module at the beginning of the design. Based on the system design, this thesis completes the detailed design method of system database and each system general function. In order to make the water-basin management better, it is necessary to apply all kinds of water quality models to evaluate the quality of the water-basin system. This paper introduces the fuzzy comprehensive evaluation after introduced the conventional model, and comprehensive analyzes with the stable state, harmonious degree and evolution rate of Naolihe River water-basin system. The final results of the analysis proved the accuracy and appropriateness of the models with VisualBasic6.0, Microsoft Office Access2007and Arc View, the system achieves functions of information management, project analysis, system helps and system management functions.In terms of function integrity, in database management function, this system has realized the basic data, attribute data and spatial data information management function; in the project analysis function, this system realized the attribute data processing, model calculation in this system can meet the decision needs, and GIS meet the majority of GIS map function, such as map management, the view enlarge, the reduction, the attribute information and the spatial information inquiry, the special chart and so on. Consequently it will satisfy well water-basin system management, evaluation, achievement statistics demands and so on; in system management function, it realized the users’management function; in the system of help function, it realized achieving a directory, index function.From the point of view of functions, the research and development are try and discussion of the water-basin system; also it provides a powerful tool for Naolihe river water-basin system, promoting Naolihe river water-basin system the information construction.
