With the acceleration of urbanization in China, the contradiction between development and environment has become increasingly prominent. Urban forest construction has become the foundation and support for urban ecological construction perfection and it is also the basis for maintaining and improving the ecological function of urban forest as well as for achieving urban sustainable development. Urban forest construction has become a new trend in the field of urban forest development in China. Therefore, to construct urban forest in an urban-rural integrative way in mountainous counties is an effective way to improve urban environmental quality, enhance city grade and construct the civilized and ecological city in which man and nature are in a harmonious relationship.The research object of this paper is the urban forest construction of Xiajiang County. By summarizing the concept and scope of urban forest as well as the related studies at home and abroad, according to the related theories of forest ecology, landscape ecology and urban ecology, and the function benefit of urban forest, this paper makes an comprehensive analysis of forest quantity and landscape pattern of Xiajiang County and points out the advantages and disadvantages of urban forest construction by using the basic data and materials such as field data, basic data of territory virescence, urban aerial remote sensing image map and the situation map of urban green space, etc., and by comparing the related indexes of urban forest between Xiajiang County and two other counties known as Jiangshan and Jiyuan. According to the urban forest construction planning of Xiajiang County, the related planning concepts of urban forest construction in mountainous county-level cities are analyzed and summarized, and the evaluation index system of urban forest is established. At last, according to the different functions of urban forest, study of forest construction planning in mountainous county-level cities is done, and the typical models of forest construction in mountainous county-level cities are summarized. The main achievements of the research are as follows:1. Theoretically, the theory principles and planning concept of forest construction in mountainous county-level cities are studied, namely, the urban forest construction in mountainous areas should be based on the relevant theories of landscape ecology and urban ecology, etc., and the urban forest system which is human-oriented and urban-rural integrated should be constructed by adapting to local conditions and considering the entire city as a whole.2. By studying the situation of urban forest at home and abroad, according to the criteria and indicators of sustainable forest management, system evaluation index of urban green space, the relevant evaluation index of urban forest and the selection standard of national forest city, a set of urban forest evaluation index system is designed according to the characteristics of forest in mountainous county-level city and the principles of being systematic, comprehensive, independent, concise and comparable the reference value of each index is defined the weight of evaluation index at each layer is acquired by combining expert evaluation and hierarchical analysis the urban forest construction situation in Xiajiang County is evaluated by applying the established evaluation index system.3.According to the natural conditions and characteristics of Xiajiang County such as terrain, landform, climate, vegetation and soil, etc., urban forest structures and landscape pattern, and the regional socio-economic development status as well as its main demand from urban forest construction, the urban forest planning idea and framework of Xiajiang County are put forward. The planning considers the entire county as a whole with urban forest construction as its core, and with the concept of “forest network” and “water network”, establishes the forest eco-network system which combines point, line and surface. This planning combines the urban with suburb organically, and forms the urban forest which is possessed with appropriate amount, reasonable structure, perfect function, and beautiful landscape and is adaptable to urban development scale and ecological environment so as to support the sustainable development of the ecological environment and social economy. In the year2020, the urban forest coverage rate of Xiajiang County will rise to68.0%from60.5%in the year2010the green rate of the built-up area will rise from44.6%to49.7%the green coverage rate of the built-up area will increase from49.9%to53.2%per capita public green area will rise from12.2m2to15m2the urban forest ecological benefits will be exerted in a more effective way and the urban ecological environment quality will be improved significantly.4. Through the analysis and summary of forest construction in mountainous county-level city, reference to urban forest construction planning of Xiajiang County, and deployment of related theories, the typical models of forest construction in mountainous county-level city are put forward. These models mainly include typical model of urban forest system construction, typical model of township forest system construction, typical model of green ecological corridor and typical model of forest demonstration villages.
