Education is a matter importance based enterprise, our country government alsoestablished various educational organizations to ensure the development of educationand implement, but educational management organization are to truly achieve thepurpose of its establishment, namely the education management organizationperformance, currently there is no precise criteria to measure. Although home togovernment performance evaluation study of many, but is more with financialindicators as the foundation from the theoretical aspects of their research, practiceresearch is relatively small and not systematic, for educational managementorganization performance evaluation research is deficient, so far no about educationmanagement organization performance evaluation of complete and systematic study,this article bases on this, attempts to non financial performance indicators for thefoundation, to our country government educational management organizationperformance evaluation to make a comprehensive study of the system.This study at the Chongqing University" public organizational core competencyresearch"(National Natural Science Fund,70472018) related research results as thebasis, through literature review and interviews, extraction gives60critical successfactors, were revised and two screening, the final48entries as the Chinese governmenteducational management organization’s critical success elements, developed the Chinesegovernment educational management organization of key success factors ofquestionnaire, and the Chinese government educational management organization toinvestigate. Key success factor method is in recent years is paid attention to graduallyadopt a dynamic strategy implementation method, it is more concerned withorganization of the internal and external strategic environment of uncertainty factors,although the mission and strategy remains the key success factors of the starting pointof financial income, but tend not to be as the important factors for evaluation, andcritical success factors often some non financial indicators, for services for the purposeof various government organizations performance evaluation.Through the research, the conclusions are as follows:(1)Chinese educationmanagement organization of key success factors of the importance of frequencyanalysis,48entries obtained recognition in more than80%, that subjects in thequestionnaire of key success factors of the higher degree of recognition, can use these elements as part of the evaluation of Education management organization performancemajor factors.(2)Based on the comprehensive analysis of the questionnaire data, thisstudy proposes the Chinese government educational management organization thenon-financial performance evaluation model has8dimensions, respectively is:dimensions1including4elements; dimension2including3elements; dimension3including3elements; dimension4including2elements; dimensions5including2elements; dimension6including2elements; dimension7including2elements;dimensions8including2elements.(3)According to the reliability analysis,thereliability coefficients of the8dimensions were0.774,0.742,0.754,0.721,0.739,0.787,0.736,0.742, each dimension has high reliability, can be very good to constitutethe Chinese government educational management organization of non financialindicators evaluation model.(4)Further data analysis shows, key success factors ingender, age, education levels, duty levels have significant differences.
