Since the Xinjiang Uygur Autonomous Region was established, both State andXinjiang Autonomous Region government were concerned about the minorityeducation work, especially in recent years which focus minority of bilingualeducation as a strategy of Xinjiang Uygur autonomous region educationdevelopment. At the same time, in practice there are some confusion which is thebilingual education in Xinjiang people had different views of the target, and fuzzyunderstanding. It was believed that selecting the national (Xinjiang) bilingualeducation goals policy as research point, based on the development of history andeducation rule divided into five times,based on the analysis the text of Bilingualeducation goals to comb and put forward some thoughts and suggests in statement.This paper consists of four parts. The first part, the study of the theoreticalinterpretation of the cause, and combined with the reality demand. It contains therelevant research review introduction and concept definition, as well as the researchobject and interview method, and policy text discourse and content analysismethods.The second part, it discusses the four analysis dimensions, namely the externalbackground development of analysis, internal structure dimension analysis, thedifferent levels of longitudinal target analyzing and different content analysis.Analysis is based on the theory of discourse analysis design and dimensions,education theory and the related theory of linguistics.The third part, it promotes text analysis of Xinjiang bilingual policy on fivedifferent periods. It based on the internal and external, longitudinal and transversedimensions, using the discourse and content of policy analysis methods, combsentence structures, training objectives, education goals, and the total target, cultureand social content of goals of Xinjiang bilingual education. Then grasp the bilingualeducation in Xinjiang in the development of target context.The fourth part, summarized bilingual education of Xinjiang generalcharacteristics, based on the analysis and summary of Xinjiang bilingual aims to putforward some further development thinking. Bilingual education in Xinjiang the corecontent of the target from "hearing, speaking, reading, writing and translating" to"Minorities and the Han people know"; Language and social content outspreaddevelopment;Different levels of the target had some development. The target inXinjiang bilingual education further development, from the practice of target tooperate, preciseness, continuous, thorough and coordination, pay attention to theminority students learning process and the attention of the bilingual educationculture content and legal bilingual construction and etc, in the hope of promoting thegoal of Xinjiang bilingual education development.
