Xinjiang is a multi-ethnic populated place since ancient times. Numerous visitors are attracted by its diversified languages and splendid national culture. However, xinjiang is China’s relatively poor and backward place. Various factors attribute to this situation, but education factor is the primary reason. Education is the footing stone of the development of xinjiang. It concerns with national prosperity, people’s well-being and the prosperity of Xinjiang. So xinjiang ethnic education, bilingual education at all levels in particular, have been receive universal concern of all kinds of led. Bilingual education focuses in the southern and difficult in rural areas.The present study investigates the condition of bilingual education in three ground state of the village and herding area city (kashi, hotan, Basque) of minority school in the southern Xinjiang.To begin with, combined Bilingual Studies, second language teaching theory to the southern region of bilingual education-related research conducted a systematic exposition of the research done for the further theoretical preparation.In addition, using literature, observation, questionnaires, interviews on the southern border area of bilingual education status of the investigation and the use of statistical software for survey data were analyzed systematically. Combines data analysis and observation, interview results, the conclusions are as follows: teachers structural vacancy of southern Xinjiang three ground state (bilingual teaching refers to the lack of competent teachers) is very serious. Bilingual teachers’lack of two low "(low quantity shortage, low level of Chinese language, teaching ability) phenomenon is very serious. Moreover, bilingual teachers are lack of understanding of the new curriculum standard, classroom teaching method is single and other issues also emerge in endlessly. From the perspective of students, many students feel current bilingual learning is very difficult and their learning outcome is not satisfactory. Students lack of diversified bilingual learning activities and learning is primarily focused on small class environment, lacking the outside environment. Students’learning subjects are still largely focused on textbook, lack of putting them into practice. With regard to textbook,"Chinese"(Xinjiang Education Publishing) lack of teaching supplement material, not rich teaching resources and other issues are also very prominent. As for bilingual education management, at present, the education department and school leaders attach too much importance to bilingual teaching, but the main problems exist in the imperfection of bilingual teaching management system and school leaders are confused about how to manage bilingual teaching. Then, according to the results of the study, from the teachers, students, textbooks, teaching management four aspects in nanjiang explore attribution of the main problems of bilingual education.At last, the researchers found the problems put forward the corresponding countermeasures and Suggestions, hoping to promote bilingual education in xinjiang region to better push to provide the reference, also hope to provide some references for bilingual education policies formulated by the autonomous region department of education.
