Along with the depth development of globalization and information technology such as the Internet, the further enhance of cultural interaction between countries, cultural diplomacy as a new diplomatic approach has aroused growing concern in all countries. A growing number of scholars and political leaders have gradually seen cultural diplomacy as the necessary tools to put national interests and achieve a good image of the country. With the status of hard power such as the military declined in the international community, culture as a soft power in contemporary international relations, its role is being increased gradually.Cultural diplomacy has been an important part in Japan's diplomatic strategy. It has played an enormous role in the implementation of Japan's national interests and to enhance Japan's national image. 20th century 80's, Japan put forward a "cultural power" goals. July 1996, The Japanese government announced to implement "cultural nation-building program of the 21st century." At the Government's support, Japan is vigorously developing the cultural industry, and regarded as an important pillar of economic development. Cultural diplomacy has become an important aspect of the Japanese Government diplomacy, not only achieve the objectives of economic growth, but also are great to enhance Japan's national image. Through cultural output, Japan's comic book and TV series set off a craze in the world, especially Southeast Asian countries.This article is divided into three parts: introduction, body and concluding remarks.Introduction briefly introduces the significance of the topics, research at home and abroad, research methods and the inadequacy of the thesis.The body is divided into three chapters. The first chapter focuses on the concept and the role of cultural diplomacy; Chapter II briefly introduces Japan's cultural diplomacy after world war II ,discusses the evolution of the Japan's concept of cultural diplomacy, organization and means of operations; Chapter III briefly analysis the gains and losses of Japan's cultural diplomacy.The concluding part briefly discusses the inspiration and the place to learn brought by the Japanese cultural diplomacy.
