Culture is a source of national cohesion and creativity is an important factor in competitionof comprehensive national strength, is an important symbol of a country’s development andprogress. It is in view of this, any one country and the nation attaches great importance tocultural construction, China is no exception. China, as a large agricultural country, has alwaysattached great importance to agriculture, rural areas and farmers. The“three rural”issue hasalways been global and fundamental problems of the relationship between the party and peopledevelopment is the so-called "agricultural abundance basis, farmers rich countries withpowerful and prosperous, rural stability of social security," but the "three rural issues "remains amajor obstacle restricting China’s economic and social development.
