The area of the southeast foot of Lvliang Mountain is located in southern Shanxi, which is of piedmont plain terrain. Influenced by climatic conditions, Flood irrigation’s position is extremely important in the agricultural production of seven counties in southern Shanxi.(Fenxi,xiangfen,linfen, Hongtong,Jishan,Xinjiang,Hejin) So, in the historical period, the region in the historical period of made great efforts to develop flood irrigation by flood irrigation diversion, watershed facilities throughout the canal system, which can be described as the representative of flood irrigation water society having a unique social and historical connotations. However, in contrast, previous researchers have not yet studied the flood irrigation from the perspective of the social history.As for the water conservancy society irrigated by flood in the southest foot of Lvliang mountain, in the historical period, It gradually formed its own unique watershed rules which is the system maintained the order of using water resources and the basis for building stable order of using water resources. But from the late Qing Dinasty, the continual conflicts caused by water resources shook this order, which effected the development of this area. Therefore, through the analysis of this period, the folk and offical mentality and strategies in the face of the Water disputes suggest that in the long-term development process, the local people took full account of the local water resources characteristics and gradually formed the characteristics of Qingzhuo dual purpose. Meanwhile, water distribution and its rules maintenance, also the process of the rules breaking and changing which together seem to make up the order of water using. So this order is not unchangeable, but in a state of dynamic and long-term regulation.In terms of the scope of water conservancy litigation and subjects, the targets are limited in the same water system and subjects belong to the villages related in the litigation. Because the litigation reflected the rights will of the two sides, the conflicts are the main performance of the water litigation. As for this, the official was too tired to dealt with.Meanwhile, the unique water conservancy culture was formed in this water conservancy society. This kind of culture is not only the main part of the social culture, but the main characteristic of the flood irrigation water conservancy society. So it has great symbolic significance.In summary, we can see, the flood irrigation water society mentioned in this paper is as important as the societies of springs, the lake water and the "Fen River". The comparative study about the diversity of Chinese water conservancy societies helps the academia to see through the nature and characteristics of the Chinese social structure and discuss the national and regional social factors lying behind the transforming of the conflicts to cooperation. So the author hopes this paper studying the flood irrigation water conservancy society in Shanxi province can compensate promote and enrich the social history research of Chinese water conservancy society.
