For the ideology functionside, it lays emphasis on the mainstream culture and the core values of people.Since the development of culture industry faces the problem of lack of consume,threatens for the culture industry safety come from country inside, that is theimmature of culture industry development elements. For these, based on the existedindustry security evaluation system, established a set of culture industry evaluationsystem which contents more inside elements, found that the culture industry of ourcountry nearly safe. Than combined17provinces and cities data, established a panelVAR model to analyze the elements, those are culture output, capital input, per personconsumption of culture, productivity and tech-workers in culture industry, which caninfluence the safety of culture industry.
