Organizational justice research in China is important on domestic and international organizational justice theory construction, and has great positive value to our social development. Domestic research is not yet complete, studies on abroad is difficult to fit the characteristics of our employees. Therefore, this study, took China’s staff for example, developed the Organizational Justice Questionnaire and analyzed our staff’s organizational justice perceived.In this study, we used methods including literature analysis, interviews, questionnaires, conference discussions, expert assessment and so on. Then took the effective of81test forecasting, analyzed the samples and formed the prediction questionnaire. And then we used the prediction questionnaire to take large sample survey (600effective samples), then220samples from600samples were used for item analysis and exploratory factor analysis, the remaining380samples for confirmatory factor analysis, structural model, the reliability and validity analysis. So we got the formal Organizational Justice Questionnaire. At last, we used519samples to analyze organizational justice situation of our staff.The main findings are as follows:(1) Organizational Justice Questionnaire contains five dimensions:procedural justice (six items), distributive justice (five items), information justice (four items), opportunity, justice (four items) and interpersonal justice (four items), in total of23items. The cumulative explained amounted to70.111%. Each dimension explained amounted between12.140%and17.002%.(2) The questionnaire has good reliability and validity. The internal consistency coefficient is0.936, the coefficient of internal consistency of each dimension between0.793and0.884. Content validity and construct validity are reached the relevant standards. The structural model test finds that, x2/df is1.95, RMSEA is0.050, SRMR is0.047, IFI, NNFI, GFI, AGFI, CFI are0.99,0.98,0.91,0.89,0.99. The indicators all have reached the standard requirements and are superior to other theoretical models.(3) The investigation on organization justice of employees in China found that: the overall level of China’s employees’organization justice perceived is3.1821, procedural justice, distributive justice and opportunities justice were like with the level of overall organization justice. Interpersonal justice scored the highest, is3.4904, and information justice scored the lowest, only3.0087.(4) Our staff’s organizational justice shows some differences on several variables, such as gender, position, education, age, work experience, the number of companies, company property.
