Since 1982 American Warren events occur, the environmental justice movement of wave swept through the global, environmental justice theory also along with the development of the movement and rising to higher levels. As the social economy has become more open, and the world has more in-depth exchanges with China, the theory of environmental justice is affecting more and more people.With the rapid development of economy, the expansion of city scale and the increase of urban population, the existing urban public service facilities are overwhelmed and need to build new facilities. On the other hand, the higher the urban residents' awareness of environmental rights and, for extremely vigilant in their surrounding the construction of public service facilities, which formed the contradiction between location decision and location of residents, thus often occurred environmental protests, the NIMBY phenomenon in today's China is commonly exists.This paper is divided into five parts, the first part mainly expounds the background and significance of the article, the research status at home and abroad, the research ideas and methods. The second part discusses the basic theory of the origin of environmental justice and environmental justice thought for the origin of the environmental justice thought part introduces environmental justice issues the environmental justice movement in the United States and Chinese, given the Chinese and foreign scholars on environmental justice theory. The third part lists the domestic and foreign scholars on the definition of NIMBY conflict, then tells the story in detail several typical NIMBY conflict events and analysis of its formation mechanism, finally summarized the main features NIMBY conflict. In the fourth part, from the perspective of environmental justice, combined with a typical case analysis of the lack of justice in NIMBY conflicts, including the lack of recognition of Justice Yet, the lack of distributive justice, lack of procedural justice, which is mainly discussed in the final part of the paper. The lack of environmental justice in the previous section to explore the corresponding settlement mechanism.
