From July1906to January1911, in that short time of less than five years, The Qing Government successively promulgated the five news publishing-related laws and regulations. And then press and publication laws separated from the traditional civil and criminal law, stroke out in a new line. This is the first time in history for the news and publishing legislation, and the press and publications industry was normalized by law from then on. This was not only the news publishing industry development requirements,but also was The Qing Government’s response to the trend of the times.Press and publication regulations in the late Qing was important part of the legal history of the, at the same time was also an important aspect of the history of Chinese journalism and communication. Researchers standed on the opposite criticism of the Government of the Qing State for a long time, they regarded the press and publication regulations in the late Qing as a repressive tool of the government controlled press freedom.But they hardly realized that at that time the Qing Government enacted the legislative and regulatory are initiatives and has an epoch-making significance.Based on this, This article attempts to view press and publication regulations itself in the specific context of the times,and try to introduced their background, review department, to analyze on their specific contents, and attempt to comprehensive and accurate understanding and evaluation of press and publication regulations in the late Qing, to better appreciate the influence of these five department of press and publication law and significance for future generations.
