In the1980s, with the development of the environmental movement in the United States, the idea of environmental justice gets more and more attention. In the field of environmental justice, Wenz’s environmental justice theory,as the pioneer of the field, has great significance and research value.From the discussion of the "tragedy" of the commons, Wenz leads to his environmental justice thought. Related to the allocation resources is expressed in the self for self environment. On this basis, Wenz produces three reasons of environmental justice:a limited natural resource scarcity, the individual’s level of moral, and social systems design and arrangements. After environmental justice problems, Wenz discussed the essence of the issue of environmental justice. Interpretation of the other distributive justice theories, he elaborated his understanding of distributive justice:the real question of environmental justice is distributive justice. Wenz’s distributive justice theory is mainly affected by the excitation of Rawls ’Theory of Justice, which he made it as its ideological basis and relying on environmental justice. Through a series of expositions Wentz drawn:any environmental problems are inseparable and social issues, and solving environmental justice is to solve social justice issues. Therefore, the ultimate goal of environmental justice is social justice.When facing an environmental justice problem solving, Wenz uses Rawls’"reflective balanced approach", and put forward his own unique solutions----the concentric circle theory. He expressed all people in the plane of concentric circles, distance based on the distance from the center of the circle to assume the obligations and division of responsibilities and obligations to promote incentive responsibility and justice. He attempts to use this theory to address environmental justice issues. Concentric circle theory is just a framework for resolving issues, but essentially it cannot really solve all the problems.Wenz’s Environmental Justice give a systematic exposition of the theory of environmental justice, and provides practical guidelines for our current address environmental justice issues. Wenz’s environmental justice theory provides a favorable help to solve global environmental justice. And a catalytic role thought also promotes the development of China’s environment.
