In the first place,according to the complication in chronicles materials collction,this thesis is aim at demonstration that the collecting system at present can not meet the requirements of compiling the local chronicles,in a bid to reveal the adverse consequence and impact,by cases and statistics.Then,it continues to analyze the cause and effect by which the complication is made,to reveal that the source of the problem is actually embedded in the core of this system. So,we have to bring in an entirely brandnew system to replace the old one,to take efficient measures to solve the deep-seated problem. In this way,we combine the principle of the Public Management with the system,reforming every details of the original procedure. Meanwhile,the emphasis is how to reform, what it would be like after,and the necessary measure of quality control.After that,we shall come to the part to predict the underlying difficulties,and make a preparation for that.Finally,the mechanism by which the qualified products will be made come into being,the reform of the system is complete.This study mainly apply the Qualitative Research to collect and analyze the materials,attaching importance to the depiction and comprehension of the object,probe into the difficulties and mistake in chronicles materials collction,and discuss the advantage of the new system,hereby reconstruct the whole model and path.The thesis is convinced that,by rebuilding the whole system,the procedure, the efficiency and the products will all be optimized and perfected,sufficient to satisfy common desire for resources;and by the market-oriented competition and social blend-in,the challenge and risk will be well responsed by ample space and recourses,the new system will be secured and well-functioned.
