Interpreting as a kind of media for communication, which has built a bridge betweenpeople in different language, promoted to the merge and development of different nationsand areas, all of this has made great contributions to the prosperity of culture and humansociety. However, domestic researches on interpreting have a short history and most of theresearches are on the framework of the Interpretive Theory. As one kind of functionaltranslation theory, the Skopos Theory claims that the translation strategies expected to useare determined by translator in terms of the skopos of translation. The Skopos Theory hasbreakthrough the traditional theory of translation equivalence, and brought a newperspective for the interpreting researches.With the accelerating of the globalization, exchanges in all fields among differentcountries are taking place in a further and more frequent way. Due to the rapiddevelopment of the mass media in recent years, there’s a high popularity and frequency fordomestic and foreign notable figures make live broadcast public speech home and abroad.While public speech interpreting is a fresh, important and effective way to facilitateexchanges in regard with its social functions, but few researches have been done in thisarea due to its specific features.This thesis is study on the public speech interpreting. Base on the framework of theSkopos Theory, the author has done a great deal of empirical analysis on the interpretingto the famous speeches made at some prestigious universities, then summarizes andproposes a number of effective interpreting strategies aiming for improving the quality ofpublic speech interpreting and arousing more attention and interest on public speechinterpreting in the future.The Skopos theory believes that translation is a kind of human behavior with adistinct skopo, and the translation skopo determines the translation procedure. Base on theSkopos Theory, public speech interpreting is a kind of real-time interpreting with specificpurpose, that is to eliminate the barriers of communication between the speaker andaudience. So the interpreters should take account of the translation (interpreting) brief andthe expectations of the target audience, take a number of proper strategies during public speech interpreting for better output in line with the need of audience so as to achieve thepurpose of speech communication.
