In recent years, with the reform and opening up, learning Chinese language sweeps theworld; many foreign learners are strongly interested in learning Chinese language. Chineselanguage as a carrier of Chinese culture, and Chinese language as the bearer of culture, we cansay that culture is the soul of language teaching. In order to better promote Chinese languageand Chinese culture, Sitcom TV educational program “Happy Chinese” came into being. As amature Chinese teaching program, it is not just the dissemination of Chinese culture and values,but also puts up one communication Language Bridge.In this paper, learn from cultural communication, cognitive theory, and other relevanttheory, and combine with the theory and methods of teaching Chinese Language as a ForeignLanguage in TV educational programs, reveal the development status of teaching Chineselanguage television programs, summary of the advantages of the characteristics of the TVTCFL programs. According to the cognitive theory, language psychology and languagepedagogy, take account of the importance of cultural factors, propose the mode of culturalintegration in teaching Chinese as a second language. Taking "Happy Chinese" as the object,find that the program uses the Situational Approach to schedule the cultural points and so on.However, due to lacking of audience interaction, the program leads to poor culturaltransmission and other shortcomings. For the problems identified, I recommend that theprogram should make great efforts to develop derivatives and other proposals, in order tooptimize the Chinese TV educational programs.
