For the past few years, cultural arts transaction has been paid close attention as anew platform of investment. The rising of cultural arts exchange is not only a supplementof capital market, but also a new trial of a new economic pattern. This article is based onthe decision of State Council. In the meantime, the thesis evaluating the status and characteristics of developedtransaction pattern from out of China.Second, this article analyzing the current status of cultural arts exchange of Tianjin,finding the factors which restrict its development., analyzing the strength andshortcomings of cultural arts exchange of Tianjin, distinguishing the opportunities andchallenges and understanding the policy about the development of cultural arts exchangeof Tianjin.Third, based on the status of development of cultural arts exchange of Tianjin,according to the principles, methods of quota pattern and managing pattern has beenmade.Last,physical measures for the development of Tianjin arts exchange are made in both macroscopic and microscopic view.
