With China's entry into WTO, our international status has advanced greatly. Culture communication and trade exchange between China with foreign countries have also increased. There is a large requirement of the persons who are able to carry out the international communication of technology and culture through using English. However, our college English teaching and learning can not meet the need of the new situation. It is extremely necessary to reform our college English teaching and learning, and this is agreed by most educationalists and English learners. But how to performance the reform has not have a general idea. This paper is written in an attempt to elaborate the reform from the points of college English teaching purpose, teaching mode and teaching evaluation.This dissertation consists of five parts:A) Introduction. It summarizes the research of the reform of the college English teaching and learning program, and narrates the means of the research in this paper.B) The author analyses the actuality and the main problems of college English teaching to prove the necessity of the reform.C) The competence of using English practically as the main purpose of the college English teaching and learning.C) The analysis of college English teaching reform form five points, they are curriculum design, teaching mode, teaching methods, teaching media and English teachers.D) The reform of teaching evaluation, which includes three parts: to change the idea of teaching evaluation, the transformation from final assessment to formative assessment and of students as the principal part.
