Cultural soft power, as an important symbol of national competitiveness, has attracted much attention in the increasingly frequent international exchanges at the moment. Since the seventeenth National Congress of the CPC, China has been vigorously promoting its cultural development and prosperity, and putting the cultural construction on a more prominent position. We need to strengthen the construction of public cultural service system and meet the growing spiritual and cultural needs of the citizens. In recent years, although the public cultural service system in China has made a remarkable progress, there still exist many difficulties due to the long-standing mode of culture supply under the condition of planned economy and various problems caused by the transition from planned economy to market economy.Since the theoretical research and practice on the performance model of cultural governance are not mature yet, this thesis, based on the understanding of performance models of cultural governance in the United States, Britain, and France, probes into the research findings in the field of the developed countries’public cultural services from1940s to1990s. Taking "British public service practice mode "and" Milwaukee benchmarking management practice" as examples, this thesis further illustrates that the performance model of cultural governance in developed countries is advanced and feasible in the process of sorting out the research achievements. In addition, through the analyses of the construction of public cultural services in Shenzhen and Shanghai, this thesis points out the problems in running our public cultural service organizations and their explanations, stressing that we always need to combine the needs of China’s economic and social development with the basic national conditions by taking the scientific concept of development as a guide, optimizing the evaluation system and index weights of our public cultural service organizations in accordance with the requirements of the service-oriented government, and introducing benchmarking management and principal-agent mechanism reasonably.In the end, this thesis proposes that fairness, efficiency and maneuverability can only be achieved through the combination of benchmarking and functional configuration. At the same time, the rigidness of accountability system and anti-driving mechanism is also essential to raise the efficiency of our public cultural service organizations.
