Postwar Japan18years of rapid economic growth of Japan created a miracle, but alsochanged the whole appearance of Japanese society. In the process of Japan’s economicdevelopment, the existence of a large number of small and medium enterprises not only tocreate wealth for the national economy, provide more employment opportunities, and with thedevelopment of economy, small and medium-sized enterprises play a more and moreimportant role in the field of technical innovation.Japanese industry on the basis of postwar recovery, the Japanese government began topay attention to the development of small and medium-sized enterprises. After the small andmedium-sized enterprise office was set up in1948, according to the situation anddevelopment of small and medium-sized enterprises, the Japanese government had formulatedthe relevant laws and regulations in the financial, enterprise diagnosis and guidance, andprovided support for small and medium-sized enterprises. Due to their small scale, poorequipment, lack of funds and other factors, after the economy entered a period of rapid growth,small and medium-sized enterprises and large enterprise completely in the inferior position inthe competition, at the same time gap in technology, productivity, employment and other aspects of large enterprises more and more, has formed the dual structure problem. To the end,the Japanese government had based on the industrial policy objective, to eliminate the "dualstructure" as the goal, to develop a series of policies for small and medium-sized enterprises.In1963the "small enterprises" issued, clearly the position of small and medium-sizedenterprises in the national economy, policy system and taking this as the foundation, enhancemarket competition ability for small and medium-sized enterprises, promote the small andmedium-sized enterprise modernization. As a part of industrial policy, small andmedium-sized enterprises in the process of policy formulation and implementation in order tomaintain consistent with industrial policy, often lack the independence. But in the period ofrapid growth, the Japanese government enacted policies for small and medium-sizedenterprises has basically reached the expected goal.
