Research On The Development Of Egyptian Small And Medium-Sized Enterprises During The Mubarak Period

Egypt is one of the important countries of Africa, in particular, attracted the eyes of the world after the revolution. A deteriorating domestic economic conditions is one of the main reasons for the fall of the Mubarak government,therefore,it is necessary for the study of Egyptian domestic economic development on Mubarak period. Egypt’s small and medium-sized enterprise development are closely related with its economic structure and economic development, so it also is a major concern.Mubarak era is a critical period of development of SMEs in Egypt, it has gone through the rise of small and medium enterprises and stage of development. Egypt has long-term implementation of the centrally planned economy and import substitution industrialization strategy for economic development, to this end, it has established a large number of state-owned enterprises,SMEs have little access to develop. Period of Mubarak, the Egyptian economy has experienced a transition from a planned economy to a market economy,SMEs in Egypt It is in this context of development.Mubarak period of the development of SMEs can be roughly10years as a stage, from1981to1991,the Mubarak government has identified the "consumer open"to the production open"general policy. Under the stimulation of these measures,SMEs have a degree of development during this period.Implementation of a comprehensive economic reform program since1991, government began to implement the attitude of supporting SMEs.Since the beginning of the new century, the environment for SMEs to further improve, take the "export-oriented" development strategy, and strive to integrate into the global economy.The development of SMEs in Egypt is not easy, facing a major limiting factor for the development of SMEs in Egypt:The long-term plan to cause serious economic bureaucracy and administrative barriers; Government’s lack of support for the development of small and medium-sized enterprises; Islamic culture have a negative impact on the production and management; Globalization and world market fluctuations. In addition, domestic economic environment, the legal system and other factors also affect the development of SMEs in Egypt.But in view of the small and medium enterprises actor irreplaceable important role in the Egyptian national economy,Mubarak government make policy to support it:Set up a special governmental organizations; Set up the organizations that provide services for the development of small and medium-sized enterprises; Set up membership organization. After three decades of development,SMEs have become the backbone of the economic development in Egypt.
