With the entry into WTO and rapid economic development, China playsimportant roles in the world stage.“Chinese Language Fever” becomes more andmore popular in many countries. The position of the language of a country reflects itsinternational infulences. It is very critical that the cultural connotation released fromthe process of language spreading has close relations to publicize this country’s policyand development achievements, strengthen its influence and promote exchanges(Jiang Yuanyuan,2007). In July2005, the first World Chinese Conference was held inBeijing and it became the turning point of Chinese Education to Foreigners andsymbolized the change of facts of Chinese International Promotion from ChineseEducation to Foreigners. In September2010, the Ministry of Education promulgatedPlan of Study in China which straight forwarded that the universities, high andprimary schools of China will enroll500,000overseas students in2020among which150,000overseas students will be recruited in universities. The communiqué of theSixth Plenary Session of the Seventeenth Central Committee pointed that the world isin the time of great development, big restructure and change currently. The positionand function of Culture become further prominent in the competition of nationalstrength. The tasks of protecting and maintaining culture security become harder andharder so that it is more urgent to strengthen the cultural soft power and therequirements of the international influence of Chinese culture. Under this macrobackground, universities definitely undertake the important responsibility of ChineseInternational education and culture promotion with the specific social function.Chinese International Education of Jilin province dates back to1950s.Initially, Jilin University and the Northeast Normal University sent lecturers to teach Chinese in some foreign countries. In1960s, as the first group of universities in China,the above two universities began to enroll foreign students to study Chinese. In thiscentury, esp. after2005, more and more Jilin local universities started to enroll foreignstudents and undertook the international the cause of Chinese International Educationand Culture Promotion. The size of foreign students, the work of ChineseInternational Education and Culture Promotion exerted great changes anddevelopment and obtained the remarkable achievements.Jilin provincial universities achieved great results and have a certain degree ofpotentials and development space on the work of Chinese International Education andCulture Promotion, but in comprehensive situation Jilin provincial universities stillexist some problems such as enrollment publicizing, disciplines construction,resources assignment, educational feature and culture promotion, etc. These problemsbecome the bottleneck of restricting the rapid development of the cause of ChineseInternational Education and Culture Promotion.This thesis adopts the measures of questionnaire study and interviews tosystematically analyze the current situation of Chinese International Education andCulture Promotion of Jilin provincial universities and tries to find problems anddistance so as to research the characteristics and development direction of this cause.The thesis focus on analyzing the strengths and problems existed in the work ofChinese International Education and Culture Promotion of Jilin provincial universities,and puts forward the strategies of developing Chinese International Education andspreading the excellent local culture.This thesis includes the following five Chapters:Chapter I is Introduction. It expounds the research origin, research significance,research aim and measures.Chapter II entirely expounds the history and general situation of the work ofChinese International Education and Culture Promotion of Jilin provincial universities.It emphasizes on introducing the investigation of this work which includes enrollmentpublicizing, education and class teaching, academic research and the construction of Confucius Institutes, ect.Chapter III deeply analyses and probes the strengths and existing problems of thework of Chinese International Education and Culture Promotion of Jilin provincialuniversities.Chapter IV puts forward the development strategies of the cause of ChineseInternational Education and Culture Promotion of Jilin provincial universitiesChapter V is the summary of the thesis.
