On September 21,2010,the Ministry of Education issued the “Program of the Foreigner Study in China ",aiming at making C hina become the largest destination in Asia with the total number of 500 thousand foreign students studying in universities and primary and secondary schools.Globalization is the only way to create worldclass universities,so universities should mana ge to create good environment for the convergence of top scientists and excellent students from different countries,following the objective law of development from quantitative change to qualitative change and pay more attention to the development of Chinese international education.Through the field survey of three public universities in Harbin,research and analysis of relevant literature,I've carried on an investigation into the present situation of Chinese international education in local public universities.The investigation includes the present situation of the schools,the source of foreign students and Chinese teachers,curriculum and course book application etc.Combining the actual situation of Harbin area,I will present the features and advantages of local universities as well as their current problems,and finally I will give corresponding countermeasures,based on the analysis from both academic and non-academic education perspective and Chinese and non-Chinese major perspective.The full text is divided into five parts: the first part is the introduction of research,background,research value and feasibility.It includes the origin and importance of the topic,literature review and the object and method.The second part is the present situation of Chinese International Education of public universities in Harbin.In this part,I will undertake investigation of Harbin Engineering University,Harbin Institute of Technology and Heilongjiang University and try to understand the current situatio n of students,standards of admission of three universities,curriculum and teaching materials etc as far as possible through the questionnaire of students and teaching and management staffs.The third part is about the external advantages of International Education in Harbin area,such as geographical advantage,the rapid development of economy and culture.These advantages and features can be used for enormous publicity and be used as teaching resources.The fourth part is mainly about the problems that the Chinese International Education in Harbin is facing,in the enrollment mode and intensity,the construction of teaching team,the curriculum and teaching materials as well as the lack of supervision and evaluation system in the management.In the fifth part,I will put forward some suggestions combined with the actual situation in Harbin aiming at the problems in the last part,for example,using regional advantages to strengthen the enrollment publicity recruiting more highquality personnel and develop ing the high level teaching groups.More importantly,it is also considered to optimize the curriculum,revise the textbooks and focus on the management issues to establish the supervision and the evaluation system.I am really looking forward to enlightening Chinese International Education in Harbin area.
