Chinese character is the biggest barrier for non-Chinese foreign students to learn the Chinese language. Study of Chinese character concerns overall Chinese learning level. Therefore, Chinese character learning should be highly regarded and as an indispensable part when teaching Chinese as a foreign language. In this study, we analyzed the difference in literacy environment, literacy rate and cognition to Chinese characters between new primary school students and non-Chinese foreign students during the process of Chinese character learning. We tried to apply the strategies of mother tongue teaching to foreign students. In view of the experience of Chinese character teaching, we came up with a new strategy which named "language and character learning separation" and "recognize characters more than writing" in the initial stage of Chinese language learning. This strategy could promote students to master more Chinese characters and lay a good foundation for Chinese language leaning.The paper was divided four separate parts:The first part introduced the background and importance of this study and summarized advance of teaching Chinese character as a foreign language and mother tongue teaching. The second part made a comparison of Chinese character teaching as a foreign language and a mother tongue in order to draw inspiration for Chinese character teaching as a foreign language. The third part determined the principle and strategy of Chinese character teaching as a foreign language. The ideas "language and character learning separation" and "recognize characters more than writing" were explained in detail. The forth part concluded the whole paper and analyzed the point to be perfect.
