Cultural and creative industry has been seem as the most important industry in the post-industry age.At the same time, government-led economic development model has been tested by several western countries for decades.There are plenty of causes make us believe that policy can largely influence our economic life,cultural and creative industry cannot be excepted.This research pays close attention on cultural and creative industrial policies of both native and abroad.Compare with empirical research,like qualitative, quantitative etc,through normative research,this research try to test the validity of cultural and creative industry.And then,by further analysis and research,this research point out the direction of cultural and creative industry polics’ modify and develop.This research mainly contain three innovations as blow:Firstly,about cultural and creative industry itself,this research use a innovative research perspective growing from a mighty into a small first and a small into a mighty second.Secondly,the content innovation of comprehensive and broad research of cultural and creative industry policies.Thirdly,the research methods innovation of applying grey relational model and using normative research method compared with empirical research method.Depanding on the innovations above,the main content of this research include:(1) Explain what the emphasis and nodus of the research are and what the outline of cultural and creative industry is.Classify the theoretical basis of the connotation,value creation, elements, policies of cultural and creative industy and grey relational model.(2) Firstly,This research focus on the developing level of China and abroad.Theeffect demonstrates that China’s developing level is in the raising period with sharp increasing speed and United States,Japan and The UK are in the mature period with normal increasing speed.Therefore,the research draw a conclusion that the experience of developing countries’cultural and creative industry policies are worthy to China.Secondly,this research collects and sorts out cultural and creative industry policies and ideas come from both China and developing countries.We can obtain the characteristics and disadvantages of the culture and creative industy policies of China by comparative study.And then, by fuzzy whitenization grey model, this part of the research focus on the representive city—Suzhou,and get sequence as below according to the four hypothesis based on the characteristics and disadvantages of the cultural and creative industry policy of China.1) Tax Policy.2)Awarding Policy.3)Talented Person Policy.4)Financial Policy and Land Policy.6)Fiscal Policy.The last three policies show an obvious weak validity.And last,this part of the research tests and modifies the hypothesis mentioned above according to the empirical study.Therefore,The research find out the deviation between reality and theory.Thirdly,this research evaluates the six policies combine with the interview we have had during the survey.(3) Through the empirical study has been extended,this research judges and analysis the problems fought in the empirical study and unearths the causes of the weak validity of Fiscal Policy,Financial Policy and Land Policy according to the relative logical and economy theory.Finally,this research try to provide the basis to the cultural and creative industry policy formulating of all of China by proposing the solutions.
