This paper is a study on city development in cultural terms. It focus on the analysis of city thematic culture from the perspective of cultural consciousness。Firstly, it offered a brandnew explanation for the basic concept of city thematic culture, and figured out its mechanism and significance. These efferts helped to get city thematic culture out of the physical form sphere. Through the observation of contemporary context, the misunderstanding of city thematic culture was revealed and it called for the perspective of cultural consciousness.Then the second part of this paper went further towards cultural consciousness.
