Urban problems came into being and became impediments in human sustainable development. The introduction of "Eco-town" is one of solutions for such problems; for example, two companies, St. Modwen and Bird Group in UK have outlined a blueprint of future sustainable cities for us. And the author of this thesis thinks that such a city planning model should be introduced into China and be referred to by city planners and staff in relevant municipal administrative departments or designing institutions.In the process of translating Middle Quinton, the author applied Skopos Theory and its three rules:Skopos rule, coherence rule and fidelity rule, to solve the problems that were connected with words and expressions and sentences of the text. Of the three rules, the Skopos rule is the most commonly used rule because purposes determine translating strategies and skills. According to the Skopos Theory, the source text is no longer the only standard but a supply of information. Therefore, by emphasizing the purpose of a translation, the Skopos Theory removes semantic limitations, enlarges translating strategies and skills and makes the translation of various versions of text a possible and better endeavor.
