In Gansu province, culture construction is the necessary way to using cultural advantages and promoting Gansu’s economic and social development level. As the capital city of Gansu province, Lanzhou put the cultural construction in the first place of regional development.At present, the information technology develops rapidly and the residentsmedia literacy improves continually. In this context, new media plays a more and more important role in peoples life in China. The development of new media relevant industries has a great help in promoting China’s economy. Therefore, the new media application in public cultural service has become the objective demand. Taking advantage of new media information technology to improve the status of public cultural services in Lanzhou, improving the quality and satisfaction of public cultural services, has strong practical significance for public cultural services in Lanzhou.In this paper, through the rigorous and scientific research, we got the following main conclusions:Compared with traditional media, the new media has a lot of characteristics, such as digitization, immediacy, compatibility, interactivity, and no-time limit.2, the application of new media has the following effects on the public cultural services construction in Lanzhou:connect the social fault; enhance the diversity and compatibility of public cultural service; bring out an experience communication circle of public cultural services; expand the transmission effect of the public cultural services; strengthen the breadth and intensity of transmission effect of the public cultural services; promote the cultural industry "going out" and "introduced to".3, at present, the application of new media in the public cultural services in Lanzhou exists the following problems: the government policy support for new media application is short; the infrastructure of new media is weak; Lanzhou is short of innovation in new media public cultural products; be short of the government support for the new media application; Citizensacceptance of the new media is not high.4, the measures to improve the status quo of new media application in public cultural services in Lanzhou mainly have:foster the residentsmedia literacy in Lanzhou; complete new media management personnel training system of public cultural services; strengthen the government support for the application of new media; strengthen the cooperation between the government and related enterprises; actively carry out the government union; expands the new media culture industry; strengthen the construction of model pilot in new media application; improve the policies and regulations of new media application in public cultural services.
