A Study On The Social Security Problems Of Si Chuan Province’ Migrant Workers

In recent years, Chinese migrant workers’ social security has become one of hot spots and is concerned by the government and society. In 2007, Chinese migrant population has accounted for 13%, and become society’s second-largest group. In the process of Chinese economic and social development, migrant workers made great contributions to the construction of modernization, rural development and urban construction. But, as the city’s "edge", migrant workers’ social security level is very low. Now the financial crisis has created a sudden hit and a large number of migrant workers return home, so social security of migrant workers is particularly conspicuous. At present, Chinese migrants as a majority of workers lack social security. Under the government requirements, migrant worker’s social security test has started, but mess, disproportion.As a big agricultural province, in 2004 there were 14.9 million migrants (2004, the Farmer’s Daily), and the number reached 2.02314 billion in 2008 (2009, Sichuan Daily).It also shows that the establishment of social security system in Sichuan is difficult. In the process of a harmonious society construction, migrant workers’ social security is an important aspect. It is not only related to the vital interests of rural migrant workers, but also directly affects the stability of the society. Based on this, this paper studies Sichuan migrant workers’ social insurance system.The main innovation and inadequate are as follows:On the basis of the survey data of special city in 2006 in Sichuan province, experience-rich survey data and the Sichuan province statistical yearbook, this article used demography, sociology and economics knowledge to analysis the social security of migrant workers in Sichuan Province.This paper argues that the government should solve the issue of social security of migrant workers from social insurance, social relief and social welfare gradually. Deepening the reform of household registration system, setting up a diversified fund-raising mechanism, improving the social security laws and regulations, implementing network management, establishing a unified system platform are very important. This can gradually optimize the environment for social security of migrant workers. Additionally there are some deficiency because of wirer’s knowledge scarcity and time limit. The writer also hopes that the supervisor could criticize and revise this dissertation in order to further improve this research.
