The Research Of Major Problems And Countermeasures On China’s Flowing Population Management

For thousands of years, to live a happy life, human beings, with goodwill longing, moved into cities, which led to large scale population migration and flow. Theoretical explanation on labor force migration and flow has a relatively long history. Flowing population has been remaining a research object for various disciplines including sociology, demography, economics and even political science. In China, thanks to the rural production responsibility system and urban economy system reform which has swept the whole country since the beginning of 1980s, the 20th century, urbanization progress accelerated, and population flow occurred across the country with unparalleled scale and speed. For quite a long time in future, the increasing number of flowing population will remain tremendous amount, bringing immeasurable impact on the economic growth as well as social and cultural progress.The research on flowing population management is also the research on the most important and dynamic ones among various elements concerning social progress and economic growth. This dissertation tries to provide strong theoretical support to complicated flowing population management and service, carry out in-depth exploration and analysis, explore and conclude the rule, mode and operation mechanism, scientifically and effectively guides the practice, and meet the requirement of flowing population management. Therefore, strengthening the research on flowing population management has become an urgent task. The research introduces not only theory innovation, but also feasible solutions, which is of great significance.This dissertation sticks to epistemology and methodology of Marxism, Deng Xiaoping’s theories, " three represents" important thought, and important strategy of implementing scientific approach on development and building up socialist harmony, with the aim of enhancing population management and family planning in new era and solving China’s population problems in an all round way, trying to discuss and analyze problems concerning flowing population management, so as to find theory innovation and feasible solutions to solve problems concerning China’s flowing population management.The article analyses the contemporary Chinese system, facing the management of the floating population, including the aspects of policy factors, human factors, social factors, the system, etc., and put forward the creative, adhere to the guide, with multiple subject to laws and policies, mutual cooperation, mutual system into a complete system, using the basic scientific management of the concrete implementation experience, a complete can mutual assistance and mutual supervision, effective management system.By oneself, ability is done with this research mainly is missing, the research on the macroscopic level of floating population management system, so difficult to different regions of the special circumstances, all taken into consideration. In this study, the management system for the management system of the consideration may be poor flexibility, probably in different regions of the special circumstances will appear local, so I think that this management system in the macro level can be as guiding system, down to specific operation can be modified according to different conditions, and leaks.
