Current Problem And Measure Study Of Comprehensive Management Of Flowing Population

With the gradual penetration of reforming and opening-up, as well as quickdevelopment in market economy of China after1990s, large-scale population flowingis rising. In addition, with quick development of industrialization and rapidacceleration of urbanization construction in China, population flowing has indicatedunprecedented active. It has become one of the main social phenomenons at currenttimes. Large number of flowing population provides rich labor resources for city’seconomic development, at the same time, it makes feedback in aspects of idea, fundand technology and greatly promotes rural economic development, and theircontributions to economic and social development have obtained the socialacknowledgement. However, due to restrictions of dual household registration systemin China, it is very difficult for the flowing population to get the public service andtreatment equals to registration population in the inflowing places they are in, theycan not get equal guarantee in employment instruction, children education, medicalhealth, social security and family planning, the orderly flowing and reasonabledistribution have objected to serious restrictions. At the same time, large-scale andrapid flow of flowing population also causes many contradictions and problems incity public security, resources distribution. Comprehensive management of flowingpopulation is one complicated project, we should establish long-term mechanism ofcomprehensive management, deepen function integration and coordination ofdepartment, gradually promote the service and management work of flowingpopulation, shorten dual household registration in face with a series of existingproblems, so that it can relieve social contradictions, maintain social stability andaccelerate integration of flowing population, all of this has become the key topics forthe inflowing government to establish service government.As one of the key cities that flowing population going into, Ningbo has mademany beneficial attempts in aspect of population comprehensive management, it alsohas obtained certain development. But it has changed from passive to initiative, from control to service, so that it can strengthen construction of service government andfully play the effect of flowing population for Ningbo construction and development,promoting overall development in society and economy of Ningbo.This paper makes study on comprehensive management of flowing population inNingbo according to overall comprehensive management on the basis of populationmanagement mode study at present, combines the practical experience of flowingpopulation both in China and abroad. It propose the current problem and analyzes thecauses through comprehensive management evolution progress of flowing populationin Ningbo and current management study model, it also provides some suggestionand references for reforming promotion of population comprehensive management ofNingbo on the basis on reasonable analysis, so that it can better help governmentfulfill the function in flowing population management.
