The Research On China's Urban Flowing Population Management

For thousands of years, to live a happy life, human beings, with goodwill longing, moved into cities, which led to large scale population migration and flow. Theoretical explanation on labor force migration and flow has a relatively long history. Flowing population has been remaining a research object for various disciplines including sociology, demography, economics and even political science. In China, thanks to the rural production responsibility system and urban economy system reform which has swept the whole country since the beginning of 1980s, the 20th century, urbanization progress accelerated, and population flow occurred across the country with unparalleled scale and speed. For quite a long time in future, the increasing number of urban flowing population will remain tremendous amount, bringing immeasurable impact on the economic growth as well as social and cultural progress. The research on urban flowing population management is also the research on the most important and dynamic ones among various elements concerning social progress and economic growth. This dissertation tries to provide strong theoretical support to complicated flowing population management and service, carry out in-depth exploration and analysis, explore and conclude the rule, mode and operation mechanism, scientifically and effectively guides the practice, and meet the requirement of urban flowing population management. Therefore, strengthening the research on urban flowing population management has become an urgent task. The research introduces not only theory innovation,but also feasible solutions, which is of great significance.This dissertation sticks to epistemology and methodology of Marxism, Deng Xiaoping's theories,"three represents"important thought, and important strategy of implementing scientific approach on development and building up socialist harmony, with the aim of enhancing population management and family planning in new era and solving China's population problems in an all round way, trying to discuss and analyze problems concerning urban flowing population management, so as to find theory innovation and feasible solutions to solve problems concerning China's urban flowing population management.This dissertation consists of 7 chapters. Chapter 1, pandect, introduces research background and significance. After clarifying core conceptions, this chapter introduces the dissertation framework, main contents, research methodology, and innovation etc. Chapter 2 concerns relevant theories on research of urban flowing population management. This chapter reviews and summarizes classic theories on flowing population research, including the birth, development, and latest research fruits and methodology. Chapter 3 reviews the history of Chinese and foreign urban flowing population management. Chapter 4, the present situation of China's urban flowing population management. This chapter, first of all, depicts the general situation, structure, and basic feature of urban flowing population, and then researches and objectively appraises the positive and negative impact of urban flowing population on the whole society. Next, it researches the problems in urban flowing population management ant their reasons. Chapter 5, mode and optimization integration goal concerning China's urban flowing population management. First, it classifies urban flowing population management modes, creates several modes, and then in accordance with the reality of China's different regions and levels, conducts feasibility analysis. Each mode has relatively strong pertinence, applicability and maneuverability. And then the optimization integration goal has been advanced. Chapter 6 urban flowing population management system and innovation. The traditional management system of urban flowing population has encountered many problems, which can not meet the requirement of developing market economy system, and thus need to be innovated. Therefore, after depicting the problems in urban flowing population management and the necessity of innovation, this chapter researches on the keystone, operation methods and supporting systems of urban flowing population management innovation. Chapter 7 conducts specialized research on the keystone and difficulties in comprehensive management of urban flowing population. With the increase of urban flowing population, the deteriorating employment, social insurance, children education, family planning, and crimes concerning flowing population has brought severe challenge to management. This chapter conducts relevant specialized research.The research process and conclusion of this dissertation has been based on the historical fact and theoretical fruits. Urban flowing population management is a complicated multi-dimensional issue. With the guidance of dialectic materialism and scientific approach to development, this dissertation, through demonstration and comparison analysis, induces and deducts China's urban flowing population management. This dissertation is the first one which systematically introduces and concludes the mode and feature of China's urban flowing population management, and whilst on the basis of analysis and appraisal, brings forward the optimization integration goal of China's urban flowing population management mode. This dissertation tries to make out general ideas for urban flowing population management system innovation and main contents of innovation system under new system of balancing management and service. It also tries to establish a system mode for urban flowing population management, so as to solve the problems in urban flowing population management.The innovations of this dissertation include: First, this dissertation is the 1st one which advanced, comprehensively concluded and summarized the mode and its feature of China's urban flowing population management system, and, on the basis of analysis and evaluation, put forward optimization integration goal for China's urban flowing population management mode. Second, this dissertation has established the general conception on urban flowing population management system innovation and under the leadership of new system of management and service, the innovated system featured by balanced implementation of marketization, regionalization, community, platform, and system buildup.
