To establish a scientific and standardized examination system of civil servants, is the request of the ages and the needs of social development, which looks forward to every citizen.As the saying goes: "the Method of governing the country is to select talents,more important is to use system of talents."The effectiveness and science of examination system on civil servants is very important to selecting the excellent talents .For this , we should establish the perfect civil servant's selection and appointment mechanism, improve the allocation efficiency of the national talent resources promote substantially in accordance with the law, scientific substantially, fair starting.Firstly,this article first expounds the theoretical foundation of the civil service classification substantially,including job matching theory, competence theory, technology and method of modern talent evaluation , development starting system for civil servants in jiangsu province.Secondly, the author research on 13 cities in jiangsu province and nine functional authority of civil servants in the form of a questionnaire about the provincial level classification empirical research to exploring the validity of current civil servant grading examination in jiangsu province .At the same time, study provincial level, (city)level and town competence needed for the quality of public servants.Different level of civil servants need test elements in public written examination.In order to build the quality structure on provincial level (city) level,the town of civil servants and refine civil service examination test technical standard.Finally, put forward countermeasures and Suggestions to improve grading examinations of civil servants,including grading test assessment system,organizational structure,innovation of evaluation technology,etc.Those are theoretical basis to provide grading examination of civil servant.The standardized examination is the basis and key of an objective and fair selecting talents.Therefore,we should improve constantly and deepen the reform of the civil servants grading, which is really suitable post, and it is also necessary to the development of China's system of civil servants employed.
