The quality of the civil servant has a great effect on the national administration and administrative efficiency, on the development of economy and society. However, the rule of entrance examination to government is an only way to government, it is the accordance of the talent selection, ensuring people on suitable vacation, guaranteeing administration efficiency and administration achievements. When National Civil Servant Policy was issued, the rule of entrance examination to government appeals to people. After several years' practice, this rule has been carried out all over the country.The article analyses the necessity and orientation of reform of Rule of Entrance Examination to Government, according to the theory of New Policy Economics and that of strategic human resource. Meanwhile, it studies the related policies of other developed countries, as well as this policy's movement in China. By looking into the problems appearing in reality separately on macroscopic and microscopic scales, the article gives the suggestions on the policy reform.The article has been written into 4 parts, including "theory constructing, pattern introducing, problem analyzing, problem solving":The first part is introduction; it outlines the research achievements of senior experts. It explains theoretical and practical significance of this research, but describes the research methods and innovation of it as well.The second part is the theory explanation. It explains the necessity of the policy reform by the theory of new policy economics and that of strategic human resource.The third part is comparison. The article gets some enlightenment by comparing the rule of entrance examination of developed countries, namely, developed countries care much about equality. They usually adopt many test technology in job interview and so on. Besides, they also attach much attention to the cost, and so on.The forth part is explains the problem appearing in the operation of the rule.The last part is problem solving. According to the domestic and the international environment, the four suggestions are given: adjusting the policy goal; promoting the rule of entrance examination; developing the relevant policies about the entrance examination; meanwhile much more importance should be attached to the rule of entrance examination.The innovation of the article lies in the following aspects: Firstly, on basis of a dynamic process, analyze the problems before entrance examination to government, in middle and after that. By the way of comparison, the article studies the orientation of the relevant policies. It draws certain experience from the rules of developed countries and gives some proposals on the reform of the policy of entrance examination to government, based on the current situation. It suggests the scientific conception of selection and cost in light of the theory of strategic human resource. The writer tries to give some resolution to standardize this policy, such as selecting according to the job description, making different test by deferent job levels.
