Since the civil servant system of China has been implemented formally from Oct.1st1993, the civil servant examination system has been widely implemented in personnelmanagement of state organs and played an increasingly important role. However, during20years of practice, we have found that there are a number of defects of current civil servantexamination system which requires us to study and take advantage of the existing systemactually deeply and fully by linking theory with practice, and strive to make up for theexisting lack of system in order to make the civil servant examination system continuouslydeveloped and improved.This paper aims to improve our civil servant examination system, trying to enhance thelegal authority of the civil servant examination system and the normalization and practicaloperability of the system. This research is based on" Civil Servant Law of the people’sRepublic of China" and other relevant laws as well as regulations and the practice of he civilservant examination system in some domestic provinces and cities, and also take theexperience of developed countries and the civil servant examination system of Hong Kong asreference, making an in-depth discussion and analysis in how to improve the civil servantexamination system.Paper has been divided into four parts. The first part is an introduction, including: thepurpose and significance of this research topic; the overview of relevant research literature;the research methods and the characteristics of this paper.The second part explains the conception of the civil servant examination system,describes each of the five components of the civil servant examination system clearly andspecifically, they are: the principle, content, types and methods, procedures and results of theexamination system. And on the base of this the author combines the value of improving thecivil servant examination system of China: firstly, the implementation of the civil servantexamination system conducive to the realization of the objective and impartial evaluation;secondly, the civil servant examination system provides objective basis for the rule of lawfrom the aspect of vital interests of the management; thirdly, the content of examinationprovides a clear direction in the selection and appointment of civil servants and their owndevelopment; fourthly, the strict procedures in the system not only ensure the normalizationof the examination, but also strengthen the supervision of civil servants.The third part introduces the effectiveness of the implementation of the civil servantexamination system since it has been made, on the basis of the practical effects the authorproposed some existing marked disadvantages of civil servant examination system, and makeanalysis about the source of these problems. The main problems of civil servantexamination system are: the content of the examination system is so broad and general that itis difficult to grasp exactly in practice; there are some problems in practical application of theexamination methods of usual and regular examination; the problems of examination meanswhich judge the results of each grade and the application of the examination results. The deep-seated source behind these problems are mainly contained: the value of the civil servantperformance evaluation has not been established and the purpose of performance examinationof the civil servant is not clear.The fourth part demonstrates the countermeasures which could improve the examinationsystem according to the existing problems of content, types, methods and results ofexamination system. These countermeasures are on the base of the relevant laws andregulations of China and as the basis for the practice of some provinces, meanwhile take theuseful experiences in improving the civil servant examination system of some developedcountries and Hong Kong as reference to demonstrate. If these countermeasures can beimplemented in the civil servant examination system, normalization, targeted and operabilityof the civil servant examination system will be enhanced, and the current civil servantexamination system will be improved better. Finally, this paper also discuss the future of thecivil servant examination system.
