This paper reviews the historical background and basic content of the Regulations of the People’s Republic of China on Open Government Information (OGI Regulations) on the basis of the theory of government information disclosure. The existing problems can be summarized as the laws and regulations,,the government enforcement and social citizenship, because of the theoretical explanation that information publicly promotion is weaker than governmental promotion. Then, this article draws on four common characteristics of information disclosure of the the developed country governments, legal coordination and modification, protection of personal information, full-time Information Officer as well as training for civil servants. On this basis, this paper presents recommendations to improve government information disclosure:to establish the attention of progressive reform, to modify the information law, to innovate the government agencies and to enhance the information literacy of public.
