In the context of globalization, National exchanges have become increasinglyfrequently. The developing countries have realized the gap between the developedcountries gradually, so, in order to catch up with the developed countries as soon aspossible. The developing countries continuously learn from the developed countries inpolitical, economic and many other systems. System Reference in the developingcountries is gaining in importance. It has become an effective way to develop theirpolitical, economic, based on the effect and achievement, exposition of the SystemReference is divided into the following sections.The first part discusses the meaning of the system、characteristics、manifestationsand the meaning of the system reference, type, level, and the feasibility of reference.Prepare the groundwork for the later system reference. The system is based on certainsocial conditions of material production based on the establishment of a relativelystable code of conduct on top of the economic, political, ideological and cultural, itcan constrain the behavior of the actors to meet certain requirements in order toachieve the maintenance of a particular social order purpose. The main features of thesystem are the unity of subjectivity and objectivity, unity of conservative and open,unity of punitive and incentive, unity of universality and specificity. We will discussthe main form of the formal institution and informal institution. System Reference is asystem or a set of system from its native habitat, transferred to other environmentaland practice, which includes two types-independent and forced. The reference ofsystem also involves two levels of learning. The feasibility is mainly in two points:firstly, system is competitive, and the secondly, globalization has promoted theexchanges and the human ability to learn.The second part deals with the role in the political development and thebackground of System Reference. Effect is mainly manifested in the following threeaspects: firstly, system reference can popularize different political value widely;secondly, system reference can save the cost of system innovation during the time ofsocial development; third, system reference can create a favorable internationalenvironment for political and economic development in developing countries; Itsbackground is mainly in the following three aspects: firstly, the demonstration effect of the developed countries under the conditions of globalization; secondly, developedcountries peddle their system; thirdly, common pursuit of human life has alsospawned a system reference.The third part discusses the situation of system reference in developing countries.Firstly, we discuss the establishment of political system in developing countries, andthen discuss the regimes of developing countries established by the revolution andnational liberation movements. Generally speaking, the political system of developingcountries has the following characteristics: firstly, the diversity of political system;secondly, imitativeness of system reference; thirdly, instability in the process ofsystem reference; forth point, centralized power structure.Part IV discusses the defects of system reference in the process of learning andthe problems that we should pay attention to. Defects are mainly manifested in thefollowing three aspects: firstly, system reference is not conducive for political subjectsto play the spontaneity and subjectivity, secondly, System Reference may ignore thelimitations of the existing political model, thirdly, system reference may excessivelyenlarge the rational factors in the political development. The problems that we shouldpay attention to are mainly in the following two aspects: firstly, deal with therelationship between the system reference and political culture, secondly, deal withthe relationship between the system reference and social economic development.
