Construction Of People’s Livelihood In Basic Level Government At The Man-oriented Perspective

The basic level government is the specific unit which localpeople could contact with directly. It is a key bridge ofcommunication between the country and society. The basic levelgovernment undertakes an important responsibility and obligationin society. Its working performance directly exerts an influence onChinese modernization.In the perspective of Man-oriented, this paper discusses somekey aspects of construction of people’s livelihood in the basic levelgovernment. This paper claims that it should reflect the warmth ofhuman nature in formulation of policies, humanistic care in processof specific work. The basic government should flexibly use theprinciple of Man-oriented in the governing, should consolidate anddevelop the achievement of socialist modernization in order toprovide the specific work with the solid material base and massbase in our new era.The contents of this paper can be divided into three parts:The first part is the Man-oriented principle and the constructionof people’s livelihood in basic level government. The part mainlydiscuss the basic connotation of the people’s livelihood, the maincontents of the thought of people’s livelihood in basic level government, and the relationship between Man-oriented principleand the construction of people’s livelihood in basic levelgovernment. First, the basic connotation of the people’s livelihoodis discussed from the thought of people’s livelihood in traditionalculture and in Marx’s thought. Then, on the basis of the discussion,the conception of people’s livelihood is analyzed. Finally, throughmaking an analysis of Man-oriented principle and construction ofpeople’s livelihood in basic level, the paper draws a conclusion thatboth of them are complementary to each other, and promote thedevelopment of the socialism together.The second part points out the problems of the construction ofpeople’s livelihood in current basic level government, such as thesurvival and development of ecological environment, the survivaland development of the social environment. First of all, it discussesthe survival and development of ecological environment from twoaspects: the knowledge of environmental management in basiclevel government and the concept of environmental protection inthe people’s idea. Secondly, it discussed the survival anddevelopment of the social environment from two aspects: thesurvival and development of the people and the interests of people.The third part, the main part of the paper, introduces thethought of promoting the construction of people’s livelihood inbasic level government: on the basis of Man-oriented principle, thebasic level government’s policies increase the ecological index andthe social happy index of people’s livelihood.First of all, in the light of Man-oriented principle, it discussesthe ecological index of people’s livelihood from four aspects: changing the governing idea, perfecting the encouragement system,adjusting the system of management and raising people’sawareness.Secondly, in the light of Man-oriented principle, it discusses thesocial happy index of people’s livelihood from four aspects:establishing and perfecting the effective work mechanism,adjusting and developing the rational economic structure, openingand executing comprehensive the right to participate in politicalactivity, and correcting and practicing the mass line.
