Research On The Legal Quality Of Village Cadres Under The Background Of New Rural Construction

Communique of the Fifth Plenum of Sixteenth Central Committee to the Communist Party, explicitly proposes that the socialist new village construction is a significant historic task in our country,according to<The 11th five-year plan about the national economy and social development made by the Central Committee of CCP>. It points out that advancing the new rural construction solidly by principles of production development, well-off life, civilized for rural residents, the village tidy capacity, management democracy. village cadres are the leader in rural villages,are also the executives of the state’s guidelines, policies. Therefore, the village cadre’s legal quality is not only related to the rural development and stability, but also related to the fulillment of the new rural construction object.The author analyzes the present situation of village cadres’ legal quality about the village cadres and farmers in Shijiazhuang, Hebei province. This methods include questionnaire survey and interview. According to the former survey and analysis,the result shows:compared with common peasants, the village cadres are better than them in political awareness,idealogical awareness,legal awareness.however the legal quality level of village cadres is still low,legal knowledge is relatively scarce ,legal consciousness is weak , no law beliefs ,unable to use law. These problems of village cadres’ legal quality raised by the analysis of the system and put forward the author’s own point of view.The reasons mainly includes six aspects .As follows :profound impacts by the negative factors of traditional culture, the conflict between rural local order and the modern idea of rule,insufficient education,weakness of grass-roots law popularization of education, defective legal construction in rural and poor of legal operating environment.This paper explore six proposes on improving legal quality of village cadres according to the actual situation of rural area.As follows: developing rural economy rapidly is material basis, transferring the constitution consciousness is thought motive, improving cultural quality is the basis of enhancing legal awareness, perfecting education of the grass-roots law popularization, improving rural construction of legal systems, improving the environment of legal operating. The author hopes to improve the legal quality of village cadres effectively, to promote the process of building the rural law, to accelerate the construction of new socialism countryside,through the six ways.
