Coal Enterprise Safety Production Good Faith System Construction And Empirical Study

The paper elaborates the basic connotation of work safety integrity in the first place, then it analyzes the profound relation between safety integrity and security development, enterprise ethics, safety supervision as well as enterprise culture based on an exploration about the theoretical basis and origin of institutional construction for safe production integrity. The basic principles and methods involved in institutional construction of safe production integrity among coal enterprises are being established. The basic principles include long-term mechanism principle, proper sequence principle, honesty and law-abiding principle, enterprise self-disciplining principle and international convention principle. The construction methods are consisted of working procedures and institutional arrangements. The role of government as supervision subject and regulation-supplying subject, the responsibilities of enterprise as the main contributor of security integrity construction and the significance of social intermediary organization as service-provider are all clearly defined. The emphasis is placed on the establishment of the institutional system of safe production integrity among coal enterprises, including the sub-system of coal enterprise safety integrity construction, the sub-system of government security integrity administration, the sub-system of social intermediary organizations safety integrity supervision and the legal sub-system of safety production integrity. Finally, the guarantee systems of safety production integrity construction in coal enterprises are designed, among which organization guarantee, policy guarantee and culture guarantee are included.To sum up, the construction of safety production integrity system in coal enterprises contributes to forming the long-term mechanism for safe production, protecting the security and health of workers, ensuring the property safety, together with preventing serious accidents, and empowers the fundamental improvement of the production safety situation in China, the promotion of economic development, the stability of social order and the construction of a harmonious society.
