Analysis And Measures Of Difficulties Of Work Safety Supervision And Administration At Gross-roots Level

With the rapid development of Chinese economy and rapid progress of Urbanization and Industrialization, a large quantity of rural labor force have transferred to the city and become migrant labors. Compared with worker in city, they lack of safety awareness and skills to rescue themselves and their colleagues, which burdens work safety supervision. Work safety, related to people's lives and properties,attracts more and more attentions of people, and the Party the government put work safety supervision in an important place. However, the number of accidents and accident deaths is still on a high stage despite that they decrease yearly. One of the key reasons to this is that the work safety supervision mechanism is unreasonable.Work safety supervision has experienced 5 different stages of development in China since 1949, and it has attributed a lot to decrease and prevent working accidents.However, the present work safety supervision mode is not adapted to new circumstances brought out by the rapid development and transform of China's and needs to be adjusted. Therefore, to find out and difficulties of work safety supervision and administration at gross-roots level and countermeasures to those difficulties are quite essential to ensure work safety.By interviewing work safety supervisors at gross-roots level, researching those major accidents investigation reports on the website of the National Work Safety Supervision Bureau and applying the theory of government regulation and the theory of government hierarchical management, this thesis, based on the data of District Y in Chongqing city, digs out difficulties of work safety supervision at gross-roots level,analyzes the causes of them and finds out countermeasures for those difficulties.This thesis brings out the idea of adopting the philosophy of vertical management at work safety bureaus under provincial level to ensure the independence of work safety bureau from the governments at the same level and the philosophy of mixed supervision in the future. Meanwhile, this thesis emphasizes on the establishment of pre-accident supervision system instead of supervising when accident happens.
