Expressway Owner Standardization Management System Design And Operation Research

With the development of highway network construction, highway has became the main artery of transportation, the level of highway construction management is directly related to the rapid economic development. Owners as the main part in highway construction management system, play a crucial role in improving the construction management quality and the level for highway. However, the research on the management of highway is still preliminary in China, owners need to build the corresponding management methods, to regulate the behavior of the parties in construction process further.In this paper, as a research object, the management of the highway owners according to standard and project management theory, explore ways to design a standardized management system, and promote the implementation of the owner’s standardized management system to the further operation of standardized project management. This paper addresses the following issues:Firstly, through the analysis of standardization and project management theory, analyze the relationship between the two, and introduce the system design theory, present the guidance of standardized to make owners design the standardized management system to guide the implementation of project management and to clear theoretical basis for this study.Secondly, according to the practice of highway construction management, The focus on standardized management system are design principles, design ideas and design structure, design standardized management system from the normative, rational, systematic, flexibility, and other principles, and build a standardized design of the structure from design target, design type and design content, and provide the system basis for owner’s specifications administration and standardized management of highway.Subsequently, based on the standardized management system design, study the standardized management system internal operation mechanism, analyze the essence of effective operation of standardized management system from the coordination mechanism, cooperation mechanism, incentive mechanism and restraint mechanism, and proposed mechanisms coupling to explain the intrinsic link of the standardized management system operation mechanism, and further discuss the operation of highway owner standardized management system.Finally, take the design and operation of GM highway standardized management system as a case, use empirical research analyze the timeliness and effectiveness of standardized management system, and propose improved methods and recommendations for specific problems in the implementation process.
