The Epc General Contracting Tender Offer Decision-making Research

At present, the evaluation of the pattern of EPC bidding is not perfect, the overall operation efficiency of the project is the key to the evaluation of the EPC contract bidding, while traditional evaluation is based on bidding prices. It is of great theoretical and practical significance for EPC general contractor that how to balance the benefits of competitors, the expectations of one’s own profits and select the appropriate tender offer decision-making program.In order to provide reference for EPC general contract bidding decision-making, the paper established the EPC general contract bidding model which was based on historical data. This paper introduced the present research situation at home and abroad, discussed the significance of research and formatted ideas and methods for researching this paper. According to the characteristics of EPC contract, the paper analyzed the difference of business evaluation between EPC general contracting and traditional, established EPC contract tender offer decision-making methods. From the characteristic of the project, the owner’s needs and key decision points this three aspects, analyzed EPC general contract bidding related factors. Upon completion of the tender offer related factors were analyzed, using the established method to forecast technical standard, estimate the costs and forecast bidding price, technology economy evaluate and the final bidding price decision-making. The case part, under the situation of selecting value index score as business standard, using historical data and the bidding prediction to produce technical standard score, the predictive value of interval bidders bidding business score on linear programming distribution, and forecast bidding price interval when the bidder make a predetermined winning probability. At the end, the thesis, puts forward that there exit some deficiencies and the aspects needs for improving.This article highlights that EPC general contracting business evaluation focus on whether the program can create satisfactory results, rather than only confined to the project construction cost and maintenance cost, which lie in the EPC general contractors bidding decision-making.
