University science and technology park in JiNan belongs to one of six major functional groups of western new town, which is the key area of JiNan west new town development and construction. University science and technology park in JiNan has constructed since July2003, and formally was put into use in September10,2005, nearly a decade of city construction and development. The industry development and residential development along with the construction of university science park, from scratch, already has obtained the certain achievement, also there is a problem. the Contradiction of the employment and living appeared in the park, that is most of the workers do not live in the university science park, cause more commuting.At the same time, the park residential occupancy rate is very low. Under this problem orientation, and based on the perspective of spatial equilibrium construct research framework, this paper choose university science parks as object of studyFirst of all, this paper defines the position of balance, equilibrium and the rate of the employment and living. By review of related research at home and abroad, the paper combs the direction of living space research, space equilibrium theory research in the acpect of urban planning and balanced measure. And on the basis of the study, combining with the actual survey data, the paper selects the four of university science parks impact factors, including employment, housing development, urban public transport and urban public service facilities. To build a theoretical framework based on spatial equilibrium perspective, it studys two aspects of the supply and demand of a position of living space.Secondly, the study is based on spatial equilibrium perspective, university science and technology park study the demand and supply of living space, mainly from the total of the employment and living, the housing supply, urban public transport and urban public service facilities in four sorts of supply and demand matching degree. Based on the research of the survey data analysis, the total of the employment and living ratio which is4.4:1, has a large difference, which the theoretical ratio is1.So it suggests that university science parks is lack of the employment;The total and the structure of University science parks’ s supply and demand is not balant, which is not only total housing supply shortage, but also residential development type is most of high-end house and villas, which is difficult to meet the demand for the supply of small and medium-sized; The development of urban public transport service level of university of science and technology park is behind, and is difficult to satisfy people’s travel needs; Not only is there the total construction and public service facilities is insufficient, there is also a kind, and the lack of class and people’ s life demand does not match; In addition, the functional areas, the construction of the university science park space configuration is not reasonable phenomenon, is mainly embodied in the space of residential area and public service configuration, the public service facilities is difficult to meet the requirements of the service radius, caused the people’s life is not convenient.Finally, the study sums up the problem that jinan university science parks as1iving space is not balanced,.Put forward six aspects countermeasures: put forward to find a continued fiscal land rationally way from the policy aspect, inorder to strengthen the construction of affordable housing; Appropriatly add university science park jobs; Appropriatly guide the equilibrium of supply and demand of residential development; To strengthen the construction of new city public transportation and the public service facilities; Pay attention to the rationality of the new town construction periodic function space configuration.
