With the continuous progress of the society and the continuous development of the economy,both large cities and small towns are constantly expanding outwards,gradually invading the high-quality arable land that has been used in agricultural production.The increasingly serious land conflicts make it urgent to protect the cultivated land.The comprehensive delineation of permanent basic farmland is a major measure to ensure national food security,which is an important way to optimize the urban development space,to reduce the use of intensive land,and to ease the pressure on resources and environment.There is a problem of subjective arbitrariness and lacking of a scientific decision-making process in the delineation of basic farmland.How to coordinate and plan all kinds of plans while optimizing the quality of cultivated land with good site conditions into the basic farmland is an important guarantee for the quality of basic farmland delimitation.Chinese scholars have done a lot of research on the method and evaluation system of basic farmland delimitation and applied it to the actual delimitation of basic farmland.However,there has not been a thorough research and application on the evaluation system of farmland selected for basic farmland in the hilly area of eastern Sichuan.By using "3S" technology,taking Longchang city of Sichuan province as an example,this paper combined with the achievements of farmland classification,land use data,remote sensing image data and urban planning,conducts in-depth research and application in order to provide guidance to the future land planning and township construction of the research area.The main findings of the study are as follows:(1)Selecting national index of natural,the index of farmland utilization,the index of the economic income obtained by the cultivated land are used as the evaluation index of the natural quality of cultivated land.The degree of contiguous farmland,the convenience of farming,and the influence degree of cities and towns are selected in this paper as the evaluation indicators of the site conditions of the arable land.Through determine the final indicator weights,and an evaluation system for cultivated land suitable for demarcating basic farmland in hilly regions was constructed.(2)This paper completed the delineation of basic farmland around the city of Longchang,the preliminary decomposition of the basic farmland demarcation task,and the demarcation of the permanent basic farmland in Longchang city,and constructed the corresponding basic farmland database by using the constructed evaluation system.The evaluation concludes that the overall quality of cultivated land in Longchang city is poor,and the natural quality of cultivated land between towns and villages is uneven,which means further investment is in need in land consolidation;Overall arable land site conditions are good,Hujia Town,Yunding Town,Shinian Town is the most suitable area for basic farmland.(3)This evaluation system was used to conduct an overall evaluation of the 8 major types of adjustment projects involved in the delimitation of the basic farmland in Longchang city,and analyze the impact of various projects on the overall basic farmland.Based on the impact assessment of the adjustment type in Longchang city,it was concluded that traffic projects have the greatest impact on the basic farmland,and occupying more high-quality cultivated land and destroying the contiguousness of basic farmland.(4)A comparative analysis of the current round of basic farmland demarcation and the results obtained in this round has resulted in a slight improvement in the overall quality of the delineated results in this round,and basically achieves the goal of “no reduction in area,improved quality,and overall stable layout”.
