In this Thesis, the public art project by Christo and Jeanne-Claude in1995, the "Wrapped Reichstag",was briefly outlined and analyzed. The particularity of this public art project could be defined in the following aspects:1.The object of this project-the german Reichstag is a special public building. Given the political and historical symbolism of the building, the wrapping of it had a high symbolic power.2. The interpretation of the symbolism led to the polarization of public discourse on the project.3.The decision-making process as long as23years, which the project has gone through, was also a process of public communication.4.The public discussion ot the project finally involved in the public management system-the parliamentary democracy procedure.In the analysis of the project "Wrapped Reichstag", two main points were emphasized: the long process from the birth of the idea to the realization of the project (1971-1995) and the211th meeting of the German Federal Parliament (February25th.1994), where the project was voted after a debate. Both the public discussion and the parlamentary debate had revolved around the (political) symbolism of the wrapping of the Reichstag. Therefore, the introduction of the "wrapping art" of Christo and the history of the Reichstag as well as its political symbolism were a logical starting point of the analysis of the project. Through this analysis, a rough outline of the project in three dimensions was reached-the dimension of public art, the dimentsion of art project management (cultural management in the micro sense) and the dimension of cultural policy (cultural management in the macro sense).
