Research On The Management Policy Of Special Funds For Public Cultural Services In Chengdu

The ability of public cultural service is deeply embedded in the construction of modern public cultural service system.In the new historical position,compared with the current level of economic and social development and the growing spiritual and cultural needs of the people,the construction level of public cultural service system still needs to be improved.Under the new situation,the construction of modern public cultural service system is an important measure to ensure and improve people's livelihood.It is an inevitable requirement for comprehensively deepening the reform of the cultural system and promoting the prosperity and development of cultural undertakings.The development mode of public cultural service in our country is "government-led",which will inevitably involve the problem of funds,who will provide funds,who will manage funds,how to use funds,and how to evaluate the benefits of funds,there must be a set of complete procedures,but the domestic research at this level has not yet been touched.Separate the public cultural service from the financial fund policy and conduct a separate study.Chengdu,as a national central city in the southwest,must play a "leading role" in the construction of public cultural services.Based on the policy text of "measures for the Management of Special funds for Public Cultural Services in Chengdu",this paper aims to analyze the actual effects and shortcomings of the management of special funds for public cultural services in Chengdu at the present stage,combined with the theoretical basis,put forward policy recommendations.Through the 3R policy analytic hierarchy process model,this paper focuses on the in-depth interpretation and analysis of the responsiveness,reliability and responsibility of the policy.This paper is divided into seven parts,with public policy analysis as the overall framework,through the actual content of policy implementation to further explore the use of special funds in the construction of public cultural service system in Chengdu,and put forward policy recommendations.The first part introduces the logical structure,research origin and significance of this paper to highlight the highlights of this paper.Research ideas and methods of this paper.The second part is about the background,formulation and content of the special fund management policy for public cultural services in Chengdu.The third part is the responsive analysis of the management policy of special funds for public cultural services in Chengdu.The first level is the analysis of the nature of the policy,focusing on three aspects: the era of policy response,the party and the country,and the people.The second level is the response analysis of the policy,focusing on three aspects: the social response to the policy,the response of the subordinate departments to the policy and the response of the people to the policy,and discuss how to improve the responsiveness and responsiveness of the policy.The fourth part is the reliability analysis of the special fund management policy for public cultural services in Chengdu,through a comparative analysis of the degree to which the policy should be achieved and the actual degree of policy implementation,to find out the gap in implementation and the deficiency in the stipulation,and then to discuss how to improve the degree of regulation and implementation.The fifth part is the responsibility analysis of the special fund management policy for public cultural services in Chengdu.The first level is the provision of responsibility,which analyzes how to define the subject of responsibility and the way of performing responsibility in the policy,and then through the second level,analyze the degree of responsibility implementation and the subject of accountability in the implementation of the policy,make a comparative analysis and then lead to the discussion of how to enhance the responsibility of the policy.The sixth part is the sublimation of the whole analysis,focusing on analyzing and putting forward policy suggestions to improve the reliability,responsiveness and responsibility of the policy.The seventh part is the conclusion chapter of this paper,which summarizes the conclusions and puts forward the research prospect.
