With the growing popularity of life-long learning and the progress ofconstructing learning society, many learners start to participate in distance and openlanguage learning to meet their pressing needs of language learning. How to establish aneffective assessment system which based on learners’ language competence and could beapplied on the distance and open language learning platform? In order to find the answerof this problem, the author starts the research work.This research is based on the project Design of competence oriented assessment&authentication model in lifelong learning technology system funded by ShanghaiDistance Education Group. The paper summarizes and defines the concepts of distanceand open learning and its foreign language learning, competence and competenceassessment based on the related literatures. On the basis of the literature research, theauthor compares the current distance and open language learning platform at home andabroad. Meanwhile, the questionnaire survey method was used to investigate thelanguage learners and the workers of the Shanghai lifelong learning network. Combiningwith the performance analysis theory, the paper analyzes the current situation of itsforeign language learning includes learning environment, learners and learning process.Besides, it also analyzes the existing problems on the website in respect of learners’competence and learning environment support.On the basis of the research and analysis works above, the author designs thecompetence assessment model of distance and open language learning. Then, Bydeveloping an English learning program online based with SNS technology, the modelwas partly implemented into the effect and got a successfully and warm feedback by theonline English learners.
