With the development of China's economy and the increase of international relation, TCAFL (teaching Chinese as foreign language) is faced with a golden opportunity that was unprecedented. At present, how we could improve TCAFL so that it can meet current need is not just a question concerning the major itself, but also became a part of national policy. As a result, we must produce enough qualified teachers in order to guarantee that our goal of spreading Chinese worldwide. However, we haven't developed a set of theories that can define and evaluate whether a teacher is qualified. In other words, evaluation about teachers'performance has become a question that must be answered.As we all know, each teacher has his or her teaching methods and styles. On the other hand, we believe that some common factors, which can be used as guidance to train new teachers, could be found and summarized from those qualified teachers. With these factors we try to establish a set of evaluation system.By utilizing Competency theory that has been widely used in human resource, adopting behavioral event interview and factor analysis, and combining quality and quantity research methods, this study tried to establish a set of models of qualified teachers'competency and formed an evaluation to assess teachers'in-class performance. The result of this study is of practical value in terms of evaluating teachers.
